The implied value was US$53.12 per barrel.<\/span><\/strong><br><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">U.S. commercial crude oil inventories<\/span><\/strong> (excluding those in the Strategic Petroleum Reserve) <strong><span style=\"text-decoration: underline;\">decreased by 4.3 million barrels<\/span><\/strong> week-over-week. Total carloads for the week ending on June 4 were 314,983, up (1.67%) compared with the same week in 2024, while weekly intermodal volume was 293,845, down (-4.82%) compared to the same week in 2024.&nbsp;<\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">7 of the AAR\u2019s 11 major traffic categories posted year-over-year increases<\/span><\/strong>. The largest decrease came from Forest Products, which was down (-4.82%), while the largest increase was from Nonmetallic Minerals, which was up (+19.27%).<\/p>\n\n\n\n<p>In the East,<strong> <span style=\"text-decoration: underline;\">CSX\u2019s total volumes were up&nbsp; (+0.14%)<\/span>, <\/strong>with the largest decrease coming from Forest Products (-10.06%), while the largest increase came from Coal (+13.91%). <strong><span style=\"text-decoration: underline;\">NS\u2019s volumes were up (+1.12%),<\/span> <\/strong>with the largest increase coming from Grain (+47.24%), while the largest decrease came from Forest Products (-9.28%).<\/p>\n\n\n\n<p class=\"has-text-align-left\">In the West, <strong><span style=\"text-decoration: underline;\">BN\u2019s total volumes were down (-3.35%)<\/span>, <\/strong>with the largest increase coming from Other (+22.25%), while the largest decrease came from Coal (-53.96%). <strong><span style=\"text-decoration: underline;\">UP\u2019s total rail volumes were up (+5.54%),<\/span> <\/strong>with the largest increase coming from Nonmetallic Minerals (+33.53%), while the largest decrease came from Forest Products (-10.7%).<\/p>\n\n\n\n<p class=\"has-text-align-left\">In Canada,<strong> <span style=\"text-decoration: underline;\">CN\u2019s total rail volumes were down (-10.01%)<\/span> <\/strong>with the largest increase coming from Forest Products (-53.96%).<strong> <span style=\"text-decoration: underline;\">CPKCS\u2019s rail volumes were down -27.82%<\/span>,<\/strong> with the largest increase coming from Forest Products (-69.35%)<\/p>\n\n\n\n<p class=\"has-text-align-center\"><\/p>\n\n\n\n<p class=\"has-text-align-center\"><a id=\"_msocom_1\"><\/a><strong>Source Data: AAR &#8211; PFL Analytics<\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center has-black-color has-text-color\" id=\"rig-count\"><strong><u>Rig Count<\/u><\/strong><\/h4>\n\n\n\n<p><span style=\"text-decoration: underline;\"><strong>North American rig count was down by -2 rigs week-over-week. U.S. rig count was down -4 rigs week over week and down by -35 rigs year-over-year<\/strong>.<\/span> The U.S. currently has 559 active rigs. <span style=\"text-decoration: underline;\"><strong>Canada&#8217;s rig count was up 2 rigs week-over-week, but down by -29 rigs year-over-year<\/strong>.<\/span> Canada currently has 114 active rigs. The CSX was the sole gainer and was up by +8.0%<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\"><strong><em>We are Watching Canada<\/em><\/strong><\/h4>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Folks, there is a lot going on up there (a lot going on everywhere for that matter &#8211; almost impossible to keep up with the news cycle).<\/span><\/strong>&nbsp; Curtis Chandler and Cyndi Popov were at the <strong><span style=\"text-decoration: underline;\">Alberta Premier&#8217;s dinner<\/span><\/strong> on May 29<sup>th<\/sup> held in Calgary, Alberta.&nbsp; <strong><span style=\"text-decoration: underline;\">There were 2,000 people there<\/span><\/strong> to listen to her speech and it was the largest political dinner in Alberta\u2019s history.&nbsp; PFL sponsored a table and sponsored three students from 3 different universities in Alberta to attend the event. We are not going to hide the fact that we have an interest in crude by rail and other petroleum products moving products on either pipe or rail, after all our name is PFL Petroleum.&nbsp;<\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">We also know that Canada\u2019s new Prime Minister, Mark Carney, is a net-zero left-leaning leader &#8211; he can\u2019t hide it, although he tries his best.<\/span><\/strong> That ultimately leads to a reduction of oil&nbsp;and natural gas production, coupled with punitive attacks through the back door on the oil patch which he continues to pursue.&nbsp; He has agreed to meet and talk about the needs of each Province, but really has not committed to anything except to put a framework together to talk about it.&nbsp; The people of Alberta, Saskatchewan and British Columbia and to a lesser extent Manitoba are forcing his hand. It is the Premier of Alberta\u2019s intention to work within the Canada they have, but if something doesn\u2019t happen quickly she will have to pivot to satisfy her base and her province&#8217;s needs.<\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">In other Alberta news, there is 344,000 barrels per day currently shut in because of Alberta wildfires<\/span><\/strong> close to production sites. The recently expanded <strong><span style=\"text-decoration: underline;\">Transmountain pipeline ran at 85% capacity <\/span><\/strong>last month as more and more Alberta producers are trying to diversify their markets as much as they can away from total reliance on the U.S. given unseen uncertainty.<\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Here is what the Canadian Government is now saying:<\/span><\/strong><\/p>\n\n\n\n<p>On <strong><span style=\"text-decoration: underline;\">Monday of last week, federal and provincial leaders met in Saskatoon, Saskatchewan<\/span><\/strong>, apparently aligning on a fast-track approach to energy and infrastructure.<\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">On&nbsp; Friday of last week, the federal government introduced the One Canadian Economy Act<\/span>,<\/strong> cutting major project approval timelines from five years to two years &#8211; should be 2 months in our opinion \u2013 projects that have been shelved years ago have been shelved because of continued regulatory red tape and lawsuits by environmental groups. <strong><span style=\"text-decoration: underline;\">Ottawa says Pipelines, ports, rail hubs &#8211; nothing is off the table.&nbsp; That is what they say, but time will tell.<\/span><\/strong><\/p>\n\n\n\n<p>With no thanks from Carney, already approved projects that are under construction are creating a frenzy of activity in the private sector.&nbsp; On <strong><span style=\"text-decoration: underline;\">Thursday of last week, CN launched a $1 billion debt offering to help fund infrastructure expansion<\/span><\/strong>. That builds on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><span style=\"text-decoration: underline;\">$3.4 billion already committed to Western Canada<\/span><\/strong><\/li>\n\n\n\n<li><strong><span style=\"text-decoration: underline;\">$600 million announced for Ontario in May<\/span><\/strong><\/li>\n\n\n\n<li>&nbsp;<strong><span style=\"text-decoration: underline;\">Key focus areas<\/span><\/strong>: Milton Logistics Hub, MacMillan Yard upgrades, and 225+ miles of new track<\/li>\n<\/ul>\n\n\n\n<p><span style=\"text-decoration: underline;\"><strong>And the volumes to justify it.<\/strong> <strong>Canadian propane exports surged 9.2% in 2024<\/strong><\/span><strong>, <\/strong>driven by strong demand from Asia. <strong><span style=\"text-decoration: underline;\">West Coast export terminals are ramping up to meet that need<\/span><\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><span style=\"text-decoration: underline;\">Ridley Island Energy Export Facility (REEF)<\/span><\/strong> \u2013 expected online <strong><span style=\"text-decoration: underline;\">by the end of 2026<\/span><\/strong><\/li>\n\n\n\n<li><strong><span style=\"text-decoration: underline;\">Trigon Pacific LPG Terminal<\/span><\/strong> \u2013 targeting <strong><span style=\"text-decoration: underline;\">2028<\/span><\/strong><\/li>\n<\/ul>\n\n\n\n<p>That product has to move, and <span style=\"text-decoration: underline;\"><strong>rail is the only connection from the field to tidewater<\/strong>.<\/span><\/p>\n\n\n\n<p>This pivot doesn\u2019t just affect Canada. It also reaches directly into U.S. freight corridors, where interchanges, equipment, and Gulf Coast access all come into play:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><span style=\"text-decoration: underline;\">More cross-border rail traffic<\/span><\/strong> as Canada scales west and south;<\/li>\n\n\n\n<li><strong><span style=\"text-decoration: underline;\">Greater demand for storage, mobile services, and transloading;<\/span><\/strong><\/li>\n\n\n\n<li><strong><span style=\"text-decoration: underline;\">New opportunity for U.S. energy and rail players to support Canadian export routes.<\/span><\/strong><\/li>\n<\/ul>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">Terminals are being built. Projects are funded. Trains are moving at this point, whether or not the Canadian Government wants it.&nbsp; It is going to come down to a deal on carbon.&nbsp; Whether that can be done, is anyone\u2019s guess at this point. The U.S. Department of Energy ordered Constellation Energy and PJM to delay retiring 760 MW of oil- and gas-fired peaking capacity in Pennsylvania.<\/span><\/strong> The DOE based its action on a PJM Interconnection warning that it may need to call on demand response resources to keep the lights on under extreme conditions this summer.<\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">The emergency order directs Constellation to keep operating two units at its Eddystone power plant near Philadelphia until August 28<sup>th<\/sup><\/span>.<\/strong> The order can be extended, if the DOE deems it necessary.<\/p>\n\n\n\n<p>PJM supports DOE\u2019s order. \u201cThe department\u2019s order is a prudent, term-limited step that will retain the covered generators for a 90-day period,\u201d the grid operator said on Saturday. \u201cThis will allow DOE, Constellation Energy and PJM to undertake further analysis regarding the longer-term need and viability of these generators.\u201d&nbsp; <strong><span style=\"text-decoration: underline;\">We like this one and are glad we are going to keep the lights on for our friends in Pennsylvania.<\/span><\/strong><\/p>\n\n\n\n<h4 class=\"wp-block-heading has-text-align-center\"><strong><em>We are Watching the U.S. Department of Transportation<\/em><\/strong><\/h4>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">The U.S. The Department of Transportation (DOT) announced on Friday of last week that it\u2019s pulling back on the Biden-era fuel economy rules<\/span> <\/strong>&#8211; and that decision may affect freight movement across North America or be a disappointment for some of the anticipated freight volumes to come.<\/p>\n\n\n\n<p>The <span style=\"text-decoration: underline;\"><strong>original rules, set in June 2024<\/strong>, were <strong>designed to boost fuel efficiency for cars and tighten standards on heavy-duty pickups and work trucks through 2035<\/strong><\/span><strong>.<\/strong> Some said it was really a push to force a switch to electric vehicles and <strong><span style=\"text-decoration: underline;\">DOT now says those rules went too far and broke the law<\/span><\/strong> by factoring in EVs where they legally shouldn\u2019t have.<\/p>\n\n\n\n<p><strong>Here\u2019s what the old rules were targeting:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Light-duty vehicles<\/strong>:<br>\u2013 Required to reach 50.4 miles per gallon by 2032<\/li>\n\n\n\n<li><strong>Heavy-duty pickups and vans<\/strong>:<br>\u2013 10% annual fuel efficiency increase for model years 2030\u20132032<br>\u2013 8% annual increase for model years 2033\u20132035<\/li>\n<\/ul>\n\n\n\n<p><strong>So, what\u2019s changing?<\/strong><\/p>\n\n\n\n<p><strong><span style=\"text-decoration: underline;\">DOT will now reset the fuel standards and leave EVs out of the equation, including for medium- and heavy-duty trucks<\/span><\/strong> &#8211; the same trucks used every day to move freight across the continent.<\/p>\n\n\n\n<p><strong>Why this matters for road and rail:<\/strong><\/p>\n\n\n\n<p><span style=\"text-decoration: underline;\"><strong>If diesel trucks become cheaper to run<\/strong>,<\/span> some freight may shift off rail and back to the Interstate &#8211; especially on shorter or faster lanes where trucking already competes and truckers are as hungry as they ever have been. This <span style=\"text-decoration: underline;\"><strong>could pressure intermodal rail volumes<\/strong>.<\/span><\/p>\n\n\n\n<p>But, it\u2019s not all bad news for rail. The <span style=\"text-decoration: underline;\"><strong>rollback could also shine a spotlight on rail\u2019s natural advantage: it\u2019s still the most fuel-efficient way to move heavy freight long distances<\/strong><\/span>. This marks the third consecutive month of contraction, attributed largely to the impact of tariffs, which have led to increased material costs, declining production, and reduced import and export volumes.<\/p>\n\n\n\n<p>The services sector contracted in May, with the<strong> <span style=\"text-decoration: underline;\">ISM Services PMI decreasing to 49.9%<\/span><\/strong> from 51.6% in April, indicating a modest contraction. This downturn reflects industry unease, partly due to ongoing trade tensions and import tariffs, which have disrupted supply chains and led to rising input costs.&nbsp;<\/p>\n\n\n\n<p class=\"has-text-align-left\"><strong><span style=\"text-decoration: underline;\">Conversely, S&amp;P Global\u2019s U.S. Services PMI rose to 53.7% in May from 50.8% in April, marking the 28th consecutive month of expansion.
